Dear Jeremy Bryce,

As you will be aware from sending this e-mail to Mr Gregor and getting his "out of office", he is away until 20 July. I am therefore covering his work until he returns from leave. I have taken advice on about whether your query can be treated under FOI. As we do not hold a piece/s of information outlining an MHRA opinion on Dr Healey's paper, this is not regarded as an FOI request (FOI only deals with information actually "held" by a public authority). FOI doesn't oblige us to give opinions, especially where there is no underpinning information held. I am therefore in the process of preparing a more substantive reply for you on this subject.
